Hey Ryan,
Still the case in 2009. The ESB Toolkit does a nice job coordinating service interactions, but provides no additional help with aggregate transactions. The reasoning makes a bit of sense: a message sent to the MessageBox may be going to one or more destinations so it could be tricky to initiate and correlate a transaction. But, that should hopefully be addressed soon.

this restriction really seems bizarre! your work-around solves the problem, but to have to create a wrapper for each "Logical" operation to span the service calls is rough!
does 2009 handle this any better?
does the ESB Guidance do a better job of this?
