The <FrameSet> Tag (XHTML Reference)
Introduction
The <frameset> tag is used to create a frameset. A
frameset defines a set of <frames>. The <frameset> is just the body
of the <frames> tag. The <frameset> tag cannot be use as a
stand-alone; you have to specify some <frames> tags in it. The
<frameset> only defines the size and how many cols or rows are necessary.
You have to use either the cols or the rows attribute.
